How Harrisonburg rates across the dimensions that shape an event decision (out of 100).

Connectivity

International Airport Connectivity (30%): 14/30 - Shenandoah Valley Regional Airport (SHD) offers limited commercial service with daily flights only to Dulles via United Airlines, providing minimal direct connectivity. Primary international access requires Washington Dulles International Airport (IAD) located 110 miles away (2-hour drive), offering extensive international routes to Europe, Asia, Middle East, and Americas. Alternative airports include DCA (120 miles) and RIC (115 miles). The significant distance to major international hubs and reliance on ground transportation substantially limits business traveler convenience.

Domestic Airport and Rail Connectivity (25%): 15/25 - Domestic air access through SHD provides connections via Dulles hub. Charlottesville-Albemarle Airport (CHO), 50 miles away, offers direct flights to major hubs including Atlanta, Charlotte, Chicago, and New York. Rail connectivity is limited, with no direct Amtrak station; nearest stations are Staunton (25 miles south) and Charlottesville (50 miles east) on Cardinal/Hoosier State line, requiring 30-60 minute ground transfers. Strategic location on Interstate 81 provides road access to major East Coast markets within day's drive of one-third U.S. population.

Public Transportation Systems (25%): 16/25 - Harrisonburg Department of Public Transportation (HDPT) operates comprehensive bus system with fixed routes connecting James Madison University, downtown, shopping centers, medical facilities, and residential areas. Buses equipped with modern amenities operate weekdays with modified weekend schedules. System integrates with JMU campus transit during academic year. No metro or tram systems due to mid-sized city status. HDPT offers group transportation options and special coordination for conferences, connecting major hotels, convention venues, and downtown areas.

Alternative Transportation Options (20%): 17/20 - Excellent alternative mobility with taxi services, Uber and Lyft ride-sharing platforms providing point-to-point transportation. Bike rentals available through local shops and city bike-sharing program. Scooter-sharing services in certain areas offer last-mile connectivity. Many hotels and venues provide shuttle services for groups. Downtown's compact, walkable nature with ADA-compliant infrastructure, wide sidewalks, pedestrian-activated signals, enhanced lighting, and wayfinding signage. Grid layout enables intuitive navigation with most venues within 10-15 minute walk. Bluestone Trail system provides additional walking routes.

Final Score: 62/100 - Harrisonburg achieves an above-average connectivity score driven by strong alternative transportation and walkability, adequate public transit for a mid-sized city, and reasonable domestic connectivity through multiple airport options. However, limited international airport access requiring 2-hour drives to major hubs and absence of direct rail service significantly constrain business traveler convenience, positioning it as suitable for regional and domestic events but challenging for international conferences.

How they're improving

Expand Shenandoah Valley Regional Airport (SHD) Commercial Service: Actively recruit additional airlines to establish direct routes to major business hubs beyond Dulles, targeting destinations such as Atlanta (Delta hub), Charlotte (American hub), and Chicago O'Hare. Implement airline incentive programs similar to those used by Greenville-Spartanburg International Airport, which successfully added 12 new routes through minimum revenue guarantees and marketing support. Measurable outcome: Add 3-5 direct routes within 24 months, reducing average connection time for domestic business travelers by 40% and eliminating the need for 2-hour ground transfers to IAD for 60% of attendees.
Establish Dedicated Express Shuttle Service to Major Airports: Create a premium, scheduled shuttle service connecting Harrisonburg to Washington Dulles (IAD), Reagan National (DCA), and Charlottesville-Albemarle (CHO) airports, modeled after the successful Groome Transportation service operating in Virginia college towns. Offer Wi-Fi-equipped vehicles, multiple daily departures timed to major flight banks, and online booking integration with event registration platforms. Partner with convention bureau to provide discounted group rates for conference attendees. Measurable outcome: Reduce ground transportation costs by 30% compared to individual car services, achieve 90% on-time performance, and serve 5,000+ business travelers annually within first year.
Develop Regional Rail Advocacy and Interim Bus Rapid Transit: Launch a public-private partnership to advocate for Amtrak service extension or commuter rail connection to Harrisonburg, while immediately implementing a Bus Rapid Transit (BRT) corridor connecting SHD airport, downtown convention district, JMU campus, and major hotels. Model the BRT system after Richmond's GRTC Pulse, featuring dedicated lanes, enhanced stations with real-time arrival information, and 10-minute peak frequency. Measurable outcome: Achieve 15-minute transit times between airport and downtown (50% faster than current service), increase business traveler public transit usage by 200%, and establish foundation for future rail connectivity within 5-year regional transportation plan.
Enhance Integrated Mobility Platform and Last-Mile Solutions: Deploy a comprehensive mobility-as-a-service (MaaS) platform similar to Whim (Helsinki) or UbiGo (Sweden), integrating HDPT buses, ride-sharing, bike-sharing, scooter-sharing, and shuttle services into single mobile application with unified payment. Expand bike-sharing and e-scooter networks to cover all major hotel clusters and convention venues with 50+ docking stations. Partner with event organizers to provide pre-loaded mobility passes for conference attendees. Measurable outcome: Increase multimodal trip integration by 150%, reduce single-occupancy vehicle usage for intra-city business travel by 35%, and achieve 85% attendee satisfaction rating for transportation convenience.
Create Business Traveler Express Lanes and Premium Services: Establish dedicated TSA PreCheck and CLEAR enrollment centers at SHD airport and implement expedited check-in processes for business travelers. Develop a "Harrisonburg Business Traveler Fast Track" program offering priority boarding, dedicated parking at SHD, and express ground transportation reservations coordinated with HDPT and private operators. Partner with major hotels to provide integrated booking combining accommodation, airport transfer, and local transportation. Measurable outcome: Reduce average airport processing time by 40%, achieve 95% business traveler program enrollment among repeat conference attendees, and improve overall connectivity satisfaction scores from current baseline to 80+ within 18 months.

James Madison University's expanded conference facilities contribute to accessible business infrastructure. The destination effectively serves business events with diverse accessibility requirements, though more specific examples of specialized business services for travelers with special needs would strengthen this score.

How they're improving

While Harrisonburg demonstrates strong accessibility infrastructure and inclusive practices, the primary improvement area is enhancing information accessibility and proactive communication of accessibility features to enable independent trip planning for business travelers with diverse needs. Develop Comprehensive Digital Accessibility Resources: Create a dedicated accessibility portal on the Harrisonburg-Rockingham Convention & Visitors Bureau website featuring detailed, searchable information about specific accessibility features at each venue, hotel, and attraction. Include virtual tours with accessibility highlights, downloadable accessibility guides in multiple formats (PDF, audio, large print), and filterable databases of ADA-compliant facilities. Implement a booking app with accessibility features and train drivers in disability awareness and assistance protocols. This addresses the gap in documented accessible transportation beyond walkability and ensures seamless mobility for all business visitors. Implement Universal Accessibility Signage and Wayfinding System: Deploy a comprehensive wayfinding system throughout the downtown business district and key venues using universal design principles, including tactile maps, high-contrast signage, QR codes linking to audio descriptions, and clear accessibility symbols indicating ramps, elevators, and accessible entrances. This visible commitment to accessibility enhances the destination's reputation and provides practical navigation support for business event attendees. Create Accessibility Certification Program for Business Venues: Develop a tiered certification program for hotels, conference centers, and meeting venues that goes beyond basic ADA compliance to recognize excellence in accessibility. Include criteria such as staff training, assistive technology availability, sensory-friendly spaces, and inclusive event planning support. Provide certified venues with marketing materials and prominent listing on DMO platforms. Example: The Rick Hansen Foundation Accessibility Certification used in Canada rates venues on detailed accessibility criteria, helping event planners make informed choices. This initiative would differentiate Harrisonburg in the competitive business events market and drive continuous improvement across the hospitality sector. Establish Accessibility Advisory Committee and Support Services: Form a standing advisory committee including individuals with disabilities, accessibility experts, and business event professionals to guide ongoing improvements and provide consultation services to event planners. Offer a dedicated accessibility coordinator service through the DMO to assist with pre-event site visits, customized accessibility planning, and coordination of specialized equipment or services.
