Connectivity

Great Falls, Montana receives a connectivity score of 62/100 for business travelers. INTERNATIONAL AIRPORT CONNECTIVITY (18/30): Great Falls International Airport (GTF) offers limited but functional connectivity. The airport provides daily nonstop flights to major hub cities including Denver (United), Salt Lake City (Delta), Minneapolis-St. Paul (Delta), and Seattle/Tacoma (Alaska Airlines) through four carriers (Alaska Airlines, Allegiant Air, Delta, United). However, there are NO direct international flights, requiring one-stop connections for international travelers. The airport is conveniently located just 3 miles from downtown with quick 15-minute security processing times. The lack of direct international service and limited carrier options significantly impacts this score. DOMESTIC AIRPORT AND RAIL CONNECTIVITY (14/25): Domestic air connectivity is moderate with daily service to four major hubs enabling one-stop access to most U.S. cities. However, rail connectivity is severely limited - Great Falls has NO staffed train station within city limits. The nearest Amtrak stations are in Shelby (85 miles northwest) and Havre (115 miles northeast) on the Empire Builder route, requiring additional ground transportation arrangements. This significant gap in rail infrastructure notably reduces the score. PUBLIC TRANSPORTATION SYSTEMS (16/25): Great Falls Transit operates fixed-route bus service Monday through Saturday serving key destinations including shopping centers, medical facilities, and government buildings. The compact downtown is walkable with well-maintained sidewalks, marked crosswalks, and ADA-compliant curb cuts. The River's Edge Trail system provides 60+ miles of paved paths. However, there are NO metro or tram systems, service does not operate on Sundays, and the city is primarily car-dependent for accessing venues beyond downtown. Winter weather can impact walkability. ALTERNATIVE TRANSPORTATION OPTIONS (14/20): Good variety of options including taxi services, Uber and Lyft ride-sharing platforms, bike rentals through local outfitters and hotels, hotel courtesy shuttles to airport and attractions, and major car rental providers at the airport and throughout the city. The 60-mile River's Edge Trail supports active transportation. However, options are limited compared to larger metropolitan areas.

How they're improving

EXPAND INTERNATIONAL AIRPORT CONNECTIVITY: Actively pursue seasonal or year-round direct international flights to key Canadian cities, particularly Calgary (250 miles north), given Great Falls' proximity to the Canadian border. Work with airlines to establish direct service during peak business event seasons. Example: Spokane International Airport successfully added seasonal Canadian service that increased business travel by 18%. Measurable outcome: Secure at least one direct international route within 24 months, targeting 15% increase in international business traveler arrivals. 2. ESTABLISH REGIONAL RAIL SHUTTLE SERVICE: Develop dedicated shuttle bus connections between Great Falls and the nearest Amtrak stations in Shelby (85 miles) and Havre (115 miles) timed to coordinate with Empire Builder arrivals/departures. Partner with regional transportation authorities to create reliable, bookable connections. Example: Bend, Oregon created a coordinated shuttle system to Amtrak stations that increased rail-connected visitors by 22%. Measurable outcome: Launch shuttle service within 12 months with minimum 4 daily round trips, achieving 500+ passenger connections in first year. 3. ENHANCE PUBLIC TRANSPORTATION FOR BUSINESS EVENTS: Extend Great Falls Transit operating hours to include Sunday service and evening hours to accommodate business event schedules. Create a dedicated event shuttle route connecting major hotels, convention facilities, airport, and downtown attractions during major conferences. Example: Boise implemented extended weekend transit service for conventions, resulting in 30% reduction in attendee transportation complaints. Measurable outcome: Implement seven-day service within 18 months and launch event shuttle program serving 10+ annual business events. 4. DEVELOP INTEGRATED MOBILITY APP: Create a comprehensive digital platform consolidating all transportation options (Great Falls Transit schedules, Uber/Lyft, bike-sharing locations, hotel shuttles, car rentals) into one user-friendly application specifically designed for business travelers and event attendees. Example: Chattanooga's mobility app increased public transit usage by 35% among visitors. Measurable outcome: Launch app within 12 months with 60% adoption rate among business event attendees within first year. 5. EXPAND WINTER WEATHER TRANSPORTATION INFRASTRUCTURE: Invest in heated sidewalks and covered walkways in the downtown core and between major hotels and convention facilities to maintain year-round pedestrian accessibility despite harsh winter conditions. Implement real-time snow clearing protocols for priority business corridors. Example: Minneapolis' skyway system and heated sidewalks maintain 85% winter walkability rates. Measurable outcome: Install heated infrastructure on 2+ miles of priority routes within 24 months, maintaining 90% winter walkability scores from business travelers.

Sustainable Infrastructure and Green Buildings (30%): 19/30 points Great Falls demonstrates moderate progress in sustainable infrastructure. The city has invested in renewable energy infrastructure, capitalizing on hydroelectric heritage along the Missouri River and expanding wind energy projects. Montana ExpoPark has undergone modernization with upgraded facilities, and downtown revitalization includes historic building renovations. Local facilities increasingly incorporate energy-efficient systems, waste reduction programs, and water conservation measures. Eco-friendly Event and Business Services (25%): 17/25 points The destination shows solid commitment to eco-friendly event practices. Great Falls promotes locally-sourced products and catering options to minimize carbon footprints, supports responsible use of outdoor spaces, and implements recycling initiatives across event venues. The emphasis on authentic Montana experiences and support for local businesses demonstrates strong community-focused practices.
Long-term Sustainability Investments (20%): 16/20 points The city shows strong commitment to long-term sustainable development. Significant investments include renewable energy infrastructure expansion, restoration of 60+ miles of River's Edge Trail system protecting riparian ecosystems, and economic diversification beyond traditional sectors. Social infrastructure investments encompass workforce development, affordable housing initiatives, and healthcare expansion. Sustainable tourism infrastructure includes energy-efficient convention facilities and heritage preservation projects. These comprehensive investments create a foundation for balanced, long-term growth.

Final Score Justification: Great Falls demonstrates above-average sustainability performance with particular strengths in community economic impact and long-term strategic investments. The destination's renewable energy focus, local business support, and comprehensive infrastructure planning are notable. However, opportunities exist to enhance green building certifications, formalize eco-friendly event standards, and provide more detailed sustainability metrics for venues.

How they're improving

Pursue Green Building Certifications for Event Venues Great Falls should prioritize obtaining LEED, Green Globes, or similar certifications for Montana ExpoPark and other key event facilities. Specific actions include conducting energy audits, installing solar panels to complement existing hydroelectric and wind energy, upgrading to LED lighting throughout venues, implementing advanced HVAC systems, and installing smart building management systems. Example: Austin Convention Center achieved LEED Gold certification through comprehensive retrofits including a 40,000-square-foot solar array and rainwater harvesting system. Measurable outcomes: Achieve at least LEED Silver certification for Montana ExpoPark within 3 years, reduce venue energy consumption by 30%, and market certified green venues to attract environmentally-conscious events, potentially increasing bookings by 15-20%.
Establish Comprehensive Sustainable Event Standards and Certification Program Develop a formal "Great Falls Green Events" certification program with clear standards for sustainable catering, waste management, and carbon offsetting. Actions include creating a preferred vendor list of certified sustainable suppliers, requiring waste diversion rates of 75%+ for certified events, mandating compostable or reusable serviceware, establishing local food sourcing requirements (minimum 30% locally-sourced ingredients), and offering carbon offset programs tied to Montana conservation projects. Example: Portland, Oregon's "Green Venue Certification" program has certified over 50 venues with measurable sustainability criteria. Measurable outcomes: Certify 10+ local event vendors within 18 months, divert 70% of event waste from landfills, reduce event-related carbon emissions by 25%, and position Great Falls as Montana's leading sustainable event destination.
Expand Community Benefit Agreements for Business Events Formalize partnerships that ensure business events generate measurable community benefits beyond immediate economic impact. Specific actions include establishing apprenticeship programs connecting event industry jobs with local workforce development initiatives, creating scholarship funds for hospitality students at Great Falls College MSU funded by percentage of event revenues, requiring major events to include community service components or local nonprofit partnerships, and developing a "Great Falls Legacy Projects" program where events contribute to lasting community improvements. Example: Vancouver's convention center contributes to community programs including an urban farm that supplies event catering while providing job training. Measurable outcomes: Create 50+ apprenticeship placements annually, establish $100,000 annual scholarship fund within 3 years, and ensure 80% of major events include community benefit components.
Create Renewable Energy Showcase and Carbon-Neutral Event Options Leverage Great Falls' renewable energy investments to offer carbon-neutral event packages and position the destination as a clean energy leader. Actions include installing visible renewable energy displays at Montana ExpoPark showing real-time clean energy generation, developing partnerships to offer 100% renewable energy-powered events, creating carbon calculation tools for event planners, establishing a Missouri River conservation fund supported by event fees, and offering electric vehicle charging infrastructure at all major venues. Develop Integrated Sustainability Metrics and Transparent Reporting Implement comprehensive tracking and public reporting of sustainability performance across the business events sector. Specific actions include establishing baseline measurements for water usage, energy consumption, waste generation, and local economic impact across all major venues, creating an annual "Great Falls Sustainable Events Impact Report" with transparent data, implementing real-time sustainability dashboards accessible to event planners, and developing case studies showcasing successful sustainable events. Example: Melbourne Convention Bureau publishes detailed annual sustainability reports with specific metrics and year-over-year comparisons. Measurable outcomes: Publish first comprehensive sustainability report within 12 months, achieve 10% year-over-year improvement in key metrics, and increase sustainable event bookings by 25% through transparent performance communication.

Walkability

Great Falls, Montana receives a walkability score of 68/100. PEDESTRIAN INFRASTRUCTURE (22/30): The city demonstrates solid pedestrian infrastructure in its downtown core with well-maintained sidewalks, marked crosswalks at major intersections, and ADA-compliant curb cuts. The standout feature is the River's Edge Trail system offering over 60 miles of paved walking paths along the Missouri River. However, winter weather conditions (snow and ice) periodically impact walkability, and infrastructure beyond the downtown core is limited. URBAN MOBILITY OPTIONS (10/25): Great Falls shows minimal urban mobility solutions with no mention of bike-sharing, scooter-sharing, or other micro-mobility programs in the provided information, reflecting its car-dependent design and limiting this score significantly. CITY LAYOUT AND WALKABLE ZONES (20/25): The compact downtown core is highly walkable with easy access to shops, restaurants, and cultural attractions like the C.M. Russell Museum. The flat terrain aids navigation for all visitors. However, the city is primarily car-dependent for accessing attractions across the broader metropolitan area, including the airport, outlying hotels, and conference venues, which reduces overall walkability. LOCAL TIPS FOR GETTING AROUND (16/20): The destination provides clear information about walkable areas (downtown core, riverfront), accessibility features (ADA compliance, flat terrain), and honest guidance about car-dependency for broader area access. Venues collaborate with planners on accessibility services, demonstrating good local knowledge sharing.

How they're improving

IMPLEMENT MICRO-MOBILITY INFRASTRUCTURE: Launch a bike-sharing and e-scooter program with 15-20 strategically placed stations connecting downtown, the River's Edge Trail, convention venues, and major hotels within a 3-mile radius. Partner with providers like Lime or Spin to deploy 100-150 bikes and scooters. Example: Boise, Idaho (similar size/climate) successfully implemented a bike-share system connecting downtown to the Greenbelt trail system. Measurable outcome: Achieve 500+ monthly micro-mobility trips within the first year, reducing car dependency for short-distance travel by 15%. 2. ENHANCE WINTER WALKABILITY MAINTENANCE: Establish a priority snow removal program for pedestrian corridors connecting key business event venues, hotels, and downtown attractions with guaranteed clearance within 4 hours of snowfall. Install heated walkway sections at high-traffic areas like convention center entrances and major crosswalks. Example: Minneapolis maintains year-round walkability through its skyway system and aggressive sidewalk maintenance protocols. Measurable outcome: Reduce weather-related pedestrian accessibility complaints by 80% during winter months and maintain 95% sidewalk accessibility year-round. 3. CREATE DOWNTOWN-TO-VENUE SHUTTLE LOOP: Develop a free electric shuttle service operating on 15-minute intervals connecting Great Falls International Airport, major hotels, the Mansfield Convention Center, downtown attractions, and the River's Edge Trail access points. Brand it as the 'Great Falls Event Express' with real-time tracking via mobile app. Example: Chattanooga's free electric shuttle increased downtown accessibility by 40% for visitors. Measurable outcome: Transport 10,000+ event attendees annually and reduce single-occupancy vehicle trips to venues by 25%. 4. DEVELOP WAYFINDING SIGNAGE SYSTEM: Install comprehensive pedestrian wayfinding signage throughout downtown and along the River's Edge Trail showing walking distances and times to key business venues, hotels, restaurants, and attractions. Include QR codes linking to mobile-friendly maps with accessibility information. Example: Portland, Oregon's wayfinding system increased pedestrian confidence and walking trips by 30%. Measurable outcome: Deploy 50+ wayfinding signs and achieve 70% awareness among event attendees within 18 months. 5. EXPAND PROTECTED PEDESTRIAN CORRIDORS: Create dedicated pedestrian priority zones connecting the downtown core to the convention center and major hotels with enhanced crosswalks, pedestrian refuge islands, and improved lighting. Implement traffic calming measures on Central Avenue to improve safety and walkability. Example: Boulder, Colorado's pedestrian priority zones reduced vehicle speeds by 25% and increased foot traffic by 35%. Measurable outcome: Reduce pedestrian-vehicle conflicts by 50% and increase walking trips between venues and hotels by 40% within two years.

Inclusiveness

Great Falls, Montana receives an overall Inclusive and Accessible Business Tourism score of 78/100. This reflects solid accessibility infrastructure with room for enhancement in information services and broader accessibility implementation. Score breakdown by category: 1. Accessibility of Physical Infrastructure (20/25): Great Falls demonstrates strong physical accessibility with ADA-compliant venues including the Mansfield Convention Center and multiple hotels featuring wheelchair-accessible entrances, elevators, accessible restrooms, and designated parking spaces. The community's compact layout and flat terrain provide natural advantages for mobility. Recent infrastructure investments at Montana ExpoPark and downtown revitalization projects incorporate accessibility features. However, the description lacks specific details about sidewalk conditions, curb cuts throughout the city, and accessibility beyond primary business venues, preventing a perfect score. 2. Inclusivity Policies and Practices (21/25): The destination shows excellent commitment to inclusive practices with venues accommodating diverse dietary requirements and arranging assistive listening devices and sign language interpreters upon request. Hospitality providers receive training in inclusive practices and work collaboratively with event planners. The availability of accessible guest rooms and meeting spaces across multiple properties demonstrates systematic inclusivity. Minor deductions reflect the lack of specific information about inclusive public transportation options and the extent of accessibility across the broader accommodation inventory. 3. Provision of Information and Support Services (17/25): This category shows the most significant opportunity for improvement. While the destination provides accessibility services upon request, there is no mention of proactive accessible information dissemination through websites, printed guides, or clear signposting systems. The absence of details about how travelers with diverse needs can access information before arrival or navigate support services during their stay represents a notable gap in the accessibility ecosystem. 4. Business-friendly Services for Visitors with Special Needs (20/25): Great Falls performs well in business-specific accessibility with the Mansfield Convention Center and Montana ExpoPark offering accessible meeting spaces and exhibition halls. Hotels provide accessible meeting rooms and amenities, and venues can arrange specialized equipment and services. The improved telecommunications infrastructure supports technology needs. However, the lack of specific examples of innovative business accessibility features or comprehensive accessibility audits of business facilities prevents a higher score.

How they're improving

Great Falls should prioritize enhancing its information accessibility and support services infrastructure, which represents the primary opportunity for improvement based on the calculated score of 78/100. While the destination demonstrates strong physical accessibility and inclusive practices, strengthening proactive communication and comprehensive accessibility information will elevate Great Falls to outstanding status in accessible business tourism. Key recommendations include:

Develop a comprehensive digital accessibility platform by creating a dedicated accessibility section on the Great Falls tourism and convention website featuring detailed, searchable information about accessible venues, hotels, restaurants, and transportation options. Model this after destinations like Seattle's 'Access Seattle' portal, which provides filterable accessibility features, downloadable accessibility guides, and virtual tours of key venues. Include specific details such as doorway widths, elevator dimensions, accessible parking locations, and available assistive technologies at each facility. This platform should meet WCAG 2.1 AA standards and offer information in multiple formats including screen-reader compatibility, large print options, and video content with captions.
Implement a city-wide accessibility wayfinding and signposting system throughout downtown Great Falls and key business districts. Install tactile paving at crosswalks, audible pedestrian signals at major intersections, and clear, high-contrast directional signage with Braille and tactile elements leading to convention facilities, hotels, and business services. Follow the model of cities like Austin, Texas, which created comprehensive wayfinding systems that reduced navigation time for visitors with disabilities by 40% and increased their satisfaction ratings significantly.
Establish an Accessibility Concierge Service specifically for business event attendees, offering pre-arrival consultations, on-site support coordination, and real-time assistance during events. This service should maintain partnerships with local providers of mobility equipment rentals, medical services, and specialized transportation. Similar programs in destinations like Minneapolis have demonstrated 30% increases in return visits from accessibility-focused meeting planners and generated positive word-of-mouth that attracts additional business events.
Conduct comprehensive accessibility audits of all sidewalks, public spaces, and secondary business venues beyond the primary convention facilities, publishing the results transparently and creating a multi-year improvement plan. Prioritize upgrades to curb cuts, crosswalk accessibility, and pedestrian pathways connecting hotels to meeting venues. Vancouver's accessibility audit program provides an excellent template, resulting in systematic improvements that increased the city's accessibility rating and attracted international conferences specifically seeking highly accessible destinations.
Create an inclusive transportation pilot program offering accessible shuttle services connecting the Great Falls International Airport, hotels, and major business venues, with vehicles equipped for various mobility devices and trained drivers in disability awareness. Partner with local transportation providers to ensure ride-sharing and taxi services include accessible vehicle options with advance booking capabilities, similar to Portland's accessible transportation network that increased business traveler satisfaction scores by 25% among visitors with accessibility needs.

Great Falls, Montana receives a security score of 82/100 for business travelers. HEALTHCARE FACILITIES AND MEDICAL SERVICES (25/30): Benefis Health System serves as the largest healthcare provider in central Montana with advanced medical technology, comprehensive 24/7 emergency services, specialty care departments, and accreditation from recognized healthcare organizations. The facility accommodates diverse patient needs including business travelers. However, as a smaller destination, specialized services may require advance coordination, and options beyond the primary medical center are limited compared to major metropolitan areas. SAFE AREAS AND ZONES TO AVOID (22/25): Great Falls demonstrates relatively low crime rates compared to many U.S. cities. The vast majority of the destination including all major hotels, convention facilities, restaurants, and tourist attractions are safe at all hours. Minor caution is advised after dark around some sections of Central Avenue West, parts of downtown with less foot traffic, and southern industrial areas, though serious safety concerns are rare. EMERGENCY RESPONSE SYSTEMS (21/25): While specific response time data is not provided, the presence of comprehensive emergency services at Benefis Health System operating 24/7 indicates functional emergency response infrastructure. As a smaller city with low crime rates, emergency services are generally accessible, though detailed performance metrics are not documented. TRAVELER SAFETY INFORMATION AND SUPPORT (14/20): Basic safety information is available identifying low-risk areas and minor caution zones. Event planners are advised to coordinate with healthcare providers for specific requirements such as language assistance. However, comprehensive traveler assistance programs, dedicated support services for international visitors, and detailed safety resources are not extensively documented.

How they're improving

ESTABLISH INTERNATIONAL VISITOR MEDICAL LIAISON PROGRAM: Create a dedicated coordination service at Benefis Health System specifically for business event attendees, providing pre-arrival medical consultations, multilingual support staff (Spanish, Mandarin, German), and streamlined insurance processing. Example: Partner with convention facilities to offer on-site medical consultation hours during major events, similar to programs at Mayo Clinic's International Patient Services. Measurable outcome: Reduce medical service coordination time by 60% and achieve 95% satisfaction rating from international event attendees within 12 months. 2. DEVELOP COMPREHENSIVE DIGITAL SAFETY PLATFORM FOR BUSINESS TRAVELERS: Launch a mobile app and web portal providing real-time safety information, interactive maps highlighting safe zones and areas requiring caution, emergency contact numbers, nearest medical facilities, and 24/7 chat support. Example: Model after Singapore's SG Secure app that provides location-based safety alerts and emergency services access. Measurable outcome: Achieve 75% adoption rate among event attendees and reduce safety-related inquiries to event planners by 50% within 18 months. 3. ENHANCE DOWNTOWN EVENING SAFETY PRESENCE: Increase visible security presence along Central Avenue West and downtown areas during evening hours through expanded police patrols, business improvement district ambassadors, and improved lighting infrastructure. Example: Implement a downtown ambassador program similar to Philadelphia's Center City District with trained personnel providing directions, safety assistance, and connection to emergency services. Measurable outcome: Reduce after-dark safety concerns by 40% in visitor surveys and increase evening foot traffic by 25% within 24 months. 4. CREATE BUSINESS TRAVELER EMERGENCY RESPONSE PARTNERSHIP: Establish formal protocols between Benefis Health System, local emergency services, major hotels, and convention facilities ensuring coordinated response for event-related medical emergencies, with guaranteed response times and direct communication channels. Example: Develop a system similar to Orlando's convention district emergency response network with dedicated medical units and priority routing during major events. Measurable outcome: Achieve sub-8-minute emergency response times to all convention facilities and 100% of major hotels within 18 months. 5. IMPLEMENT PRE-EVENT SAFETY BRIEFING PROGRAM: Offer standardized safety orientation packages for event planners including downloadable materials, virtual briefings, and on-site orientation sessions covering healthcare access, safe transportation options, emergency procedures, and local safety considerations. Example: Create templated materials similar to Vancouver Convention Centre's event planner toolkit with customizable safety information. Measurable outcome: Distribute safety briefings to 90% of event planners and achieve 85% attendee awareness of safety resources within 12 months.
