Walkability

Pedestrian Infrastructure (21/30): El Paso demonstrates good pedestrian infrastructure in its downtown core with improved sidewalks, crosswalks, and ADA-compliant curb cuts at intersections. The downtown district features wide sidewalks along major corridors like San Jacinto Plaza and enhanced crosswalks through the Downtown Master Plan. The relatively flat downtown terrain facilitates easier navigation for individuals with mobility challenges. However, as a sprawling Southwestern city designed primarily for automobile travel, walkability is limited outside the urban core, with some areas requiring vehicles to travel between business districts. Urban Mobility Options (15/25): El Paso offers the El Paso Streetcar system that connects key downtown areas, providing a viable alternative to walking for longer distances within the urban core. However, the provided information does not mention bike-sharing, scooter-sharing, or other micro-mobility solutions, suggesting limited diversity in urban mobility options beyond the streetcar and traditional transportation methods. City Layout and Walkable Zones (18/25): The revitalized downtown area is designed for walkability, with cultural attractions, restaurants, and historic sites accessible along walkable streets. The convention center area and downtown district are quite walkable for meetings and events. The city has invested in pedestrian improvements including wayfinding signage and shaded walkways to accommodate the desert climate. However, the sprawling nature of the city means transportation arrangements are necessary for attendees staying at outlying hotels or visiting venues outside the downtown core. Local Tips for Getting Around (14/20): The city provides wayfinding signage as part of the Downtown Master Plan, and the El Paso Convention and Visitors Bureau can coordinate accessibility services and transportation. The bilingual character (English and Spanish) creates an inclusive environment for navigation. However, event planners must specifically advise attendees about staying in well-lit, populated areas after dark and the need for transportation arrangements outside downtown, indicating some complexity in navigation guidance. Final Score: 68/100 - El Paso offers solid walkability in its downtown core with good pedestrian infrastructure and the streetcar system, but its automobile-centric design outside the urban center and limited micro-mobility options prevent it from achieving a higher score.

How they're improving

Expand Micro-Mobility Infrastructure Beyond Downtown Core: Implement a comprehensive bike-sharing and e-scooter program connecting downtown to major hotel districts, UTEP campus area, and west El Paso business zones. Partner with providers like Lime or Bird to deploy 500-1000 units at strategic locations including the Convention Center, major hotels, and the Museum and Arts District. Install dedicated bike lanes along key corridors (Mesa Street, Montana Avenue) with clear signage and protected intersections. Example: Austin, Texas increased non-vehicular trips by 23% after implementing similar programs. Measurable outcome: Achieve 15% of event attendees using micro-mobility options within 18 months, tracked through provider usage data and attendee surveys. 2. Create Climate-Adapted Pedestrian Corridors: Develop shaded pedestrian pathways with covered walkways, misting stations, and rest areas along the 2-mile corridor connecting downtown hotels to the Convention Center and major venues. Install solar-powered shade structures similar to those in Phoenix's downtown district, incorporating native landscaping and seating areas every 500 feet. Add LED-lit wayfinding totems with multilingual directions and estimated walking times. Example: Phoenix's Cool Corridors program reduced surface temperatures by 10-15°F and increased pedestrian traffic by 35%. Measurable outcome: Increase pedestrian counts along enhanced corridors by 40% during business events and reduce heat-related incidents to zero. 3. Establish Integrated Multi-Modal Transportation Hub: Create a centralized mobility hub at the Convention Center featuring real-time transit information displays, bike/scooter rentals, rideshare pickup zones, and streetcar connections. Develop a mobile app integrating all transportation options with event schedules, showing optimal routes and wait times. Include staffed concierge services during major events providing personalized navigation assistance in English and Spanish. Example: Denver's Union Station mobility hub increased multi-modal trip connections by 58%. Measurable outcome: Reduce attendee confusion about transportation options by 50% (measured through surveys) and increase streetcar ridership during events by 30%. 4. Extend Walkable Zone Connectivity with Pedestrian Bridges: Construct elevated or at-grade pedestrian bridges connecting isolated walkable districts, particularly linking downtown to the UTEP campus area and Gateway district. Design climate-controlled or shaded crossings over Interstate 10 and major arterials, incorporating public art and rest areas. Install smart lighting systems with motion sensors for safety during evening events. Example: Oklahoma City's Skydance Bridge increased pedestrian connectivity by 45% between previously isolated districts. Measurable outcome: Enable safe pedestrian access to 25% more venues and hotels within walking distance, increasing walkable event radius from 0.5 to 1.5 miles. 5. Develop Comprehensive Wayfinding and Safety Information System: Deploy an integrated wayfinding system with digital kiosks at 20+ locations showing real-time walking routes, safety information, and points of interest. Create neighborhood-specific walking maps highlighting well-lit routes, 24-hour establishments, and emergency services locations. Example: Baltimore's Downtown Partnership ambassador program reduced safety concerns by 62% and increased evening foot traffic by 28%. Measurable outcome: Increase attendee confidence in walking after dark by 45% and reduce safety incidents in monitored areas by 75% within one year.

Inclusiveness

El Paso scores 85 for Inclusive and Accessible Business Tourism based on comprehensive assessment of four key areas:

Accessibility of Physical Infrastructure (22/25): El Paso demonstrates strong physical accessibility with ADA-compliant convention centers, accessible airport facilities, and ongoing improvements to pedestrian pathways, curb ramps, and public spaces. The city's ADA Compliance Office ensures facilities meet standards, though some ongoing enhancements to sidewalks suggest room for continued improvement.
Inclusivity Policies and Practices (23/25): The transportation system is highly inclusive with fully accessible Sun Metro buses featuring low-floor boarding and audio-visual announcements, complemented by the LIFT paratransit service offering door-to-door transportation. Hotels like Paso Del Norte and DoubleTree provide comprehensive accessibility features including ADA-compliant rooms and roll-in showers.
Provision of Information and Support Services (20/25): While specific information about accessible guides and website accessibility isn't detailed, the city demonstrates good support services through its ADA Compliance Office and accessible facilities at major attractions and venues.
Business-friendly Services for Visitors with Special Needs (20/25): Business venues show strong accessibility features with the El Paso Convention Center, Judson F. Williams Convention Center, and Abraham Chavez Theatre all offering wheelchair accessibility, assistive listening devices, and accessible seating for business events.

How they're improving

While El Paso demonstrates strong ADA compliance and physical accessibility, the destination should focus on enhancing information accessibility and expanding documented inclusivity programs to achieve outstanding performance in accessible business tourism. Key improvement recommendations include:

Develop a comprehensive digital accessibility platform by creating a dedicated accessible tourism section on the Convention and Visitors Bureau website featuring interactive maps showing accessible routes, detailed venue accessibility profiles with photos and videos, real-time transportation accessibility information, and downloadable multilingual accessibility guides. Model this after Visit Seattle's accessible travel resources, which provide filterable databases of accessible venues, restaurants, and services. This would improve pre-trip planning confidence and measurable website engagement from accessibility-focused planners.
Implement an accessible wayfinding pilot program in the downtown convention district by installing tactile paving at key intersections, audio-enabled crosswalks near major venues, large-print and Braille signage at the Convention Center and surrounding hotels, and QR codes linking to accessible navigation apps. Similar to the Downtown Denver accessible wayfinding system, this would create seamurable navigation improvements and position El Paso as a leader in accessible urban design for business districts.
Establish a formalized Inclusive Business Events certification program by partnering with venues, hotels, and service providers to meet documented accessibility standards beyond ADA compliance, including sensory-friendly spaces, neurodiversity accommodations, gender-neutral facilities, and cultural sensitivity training. Create a visible certification badge for participating businesses and develop case studies showcasing successful inclusive events. This initiative, similar to Melbourne's accessible venue accreditation, would provide measurable participation metrics and differentiate El Paso in the competitive meetings market.
Expand specialized business services technology by equipping the Convention Center and major business hotels with real-time captioning services, speech-to-text technology for meetings, accessible virtual/hybrid event platforms, height-adjustable workstations in business centers, and assistive technology lending libraries. Partner with technology providers to pilot AI-powered accessibility tools during select conferences. These enhancements would directly support business productivity for attendees with diverse needs and generate quantifiable usage data demonstrating ROI.
Leverage the bilingual advantage by creating a Multilingual Accessibility Ambassador program training hospitality staff, venue personnel, and transportation providers in both English and Spanish accessibility terminology, disability etiquette, and emergency procedures for guests with special needs. Develop this as a certification program with visible identification for trained ambassadors, similar to Tokyo's accessibility support volunteer program for business events. This would enhance service quality metrics and create a replicable best practice for binational destinations.

How they're improving

Establish Dedicated Medical Concierge Service for Business Events: Create a 24/7 medical concierge hotline specifically for convention and business event attendees, partnering with University Medical Center, Las Palmas, and Del Sol Medical Centers. This service should provide immediate triage advice, coordinate transportation to appropriate facilities, and offer pre-event health briefings. Example: Similar to services offered in Dubai for GITEX Technology Week, where dedicated medical teams are assigned to major conventions. Measurable outcome: 95% of business travelers reporting awareness of medical services within 30 days of implementation, with average response time under 15 minutes.
Develop Interactive Safety Zone Mapping Application: Launch a mobile app or web-based platform providing real-time safety information, safe route navigation, and area-specific advisories for business travelers. Include features like safe transportation options, well-lit walking routes between hotels and convention centers, and emergency contact integration. Example: Similar to Singapore's SGSecure app that provides location-based safety alerts and emergency services access. Measurable outcome: 70% adoption rate among event attendees within first year, with 40% reduction in safety-related incidents in monitored areas.

Establish designated emergency coordinators at major venues with direct communication channels to Level 1 Trauma Center and HCA facilities. Example: Similar to protocols used during major conferences in Las Vegas with embedded security and medical personnel. Measurable outcome: Emergency response times to convention venues reduced to under 5 minutes, with quarterly coordination drills achieving 90% efficiency rating.
Create Multilingual Safety Information Network: Expand beyond English-Spanish services to include safety materials and support in additional languages commonly spoken by international business travelers (Mandarin, Japanese, German, French). Train hospitality and security personnel in cultural competency and basic phrases for emergency situations. Example: Similar to Tokyo's multilingual emergency support system for international visitors. The station operates on the Sunset Limited route, which provides bi-weekly service connecting El Paso to major cities including Los Angeles to the west and New Orleans to the east, with intermediate stops in Tucson, Phoenix, Houston, and San Antonio. While El Paso's passenger rail service is limited compared to major metropolitan areas, the station's central location offers convenient access to downtown hotels, the convention center, and the Paso del Norte International Bridge for cross-border connectivity to Ciudad Juárez, Mexico. Sun Metro provides an extensive network of fixed-route bus services covering the city and surrounding areas, including connections to major business districts, convention centers, hotels, and the El Paso International Airport. The on-the-ground details that shape an attendee experience and a risk assessment.

Business dress code

For business events in El Paso, Texas, attendees should dress in professional business attire while considering the city's warm, desert climate and blend of Southwestern and traditional American business culture. During warmer months (April through October), lightweight, breathable fabrics in business casual to business formal wear are recommended—men typically wear dress slacks with pressed shirts or polo shirts, and can add blazers for more formal occasions, while women opt for professional dresses, skirts, or pantsuits in lighter materials. Air conditioning in venues is standard, so having a light jacket is advisable. The winter months are milder but can be cool, allowing for traditional business suits and heavier fabrics. El Paso's proximity to the Mexican border and strong Hispanic cultural influence means that professional attire may occasionally incorporate subtle Southwestern touches, though conservative business dress remains the standard for formal corporate events. For evening functions or outdoor events, layers are recommended due to temperature fluctuations, and comfortable yet professional footwear is essential given the city's sprawling layout. Overall, smart business casual to business formal attire appropriate for a semi-arid climate strikes the right balance for most El Paso business events.

Casual dress & local style

In El Paso, Texas, casual attire should be comfortable and practical for the desert climate while respecting the region's blend of Southwestern and Mexican-influenced culture. Visitors can expect to dress in lightweight, breathable fabrics during the hot summers (May-September), with temperatures often exceeding 95°F, opting for shorts, cotton t-shirts, sundresses, and comfortable sandals or sneakers. During cooler months (November-February), layering is key with jeans, long-sleeve shirts, light jackets, and closed-toe shoes being appropriate for the mild winters. Given El Paso's sunny climate year-round, a hat and sunglasses are essential accessories. The city's casual atmosphere welcomes relaxed Western wear such as boots and denim, reflecting the local ranching heritage, while the Mexican cultural influence means colorful patterns and accessories are well-received. Business casual settings may call for khakis or jeans paired with collared shirts or blouses, though the overall dress code across the city remains laid-back and practical, prioritizing comfort over formality while being mindful of the strong sun and occasional windy conditions typical of the Chihuahuan Desert location.

Packing essentials

When traveling to El Paso, Texas for a business event, attendees should pack lightweight, breathable business attire and layers, as the desert climate features hot days with temperatures often exceeding 90°F (32°C) in summer and cooler evenings, while winters are mild but can be crisp. Essential items include sunscreen with high SPF, sunglasses, and a reusable water bottle to stay hydrated in the dry climate. Business professionals should bring standard documents such as valid photo ID, business cards, presentation materials, laptops, chargers, and any required conference materials. Since El Paso sits on the US-Mexico border and some business events may involve cross-border activities, having a passport is advisable. Comfortable walking shoes are recommended for navigating convention centers and exploring the downtown area, and a light jacket or sweater is useful for air-conditioned venues and cooler desert evenings. Don't forget any necessary medications, as the altitude (approximately 3,800 feet) and dry air may affect some visitors, and consider packing lip balm and moisturizer to combat the arid conditions.

When visiting El Paso, Texas, travelers should exercise standard urban caution in certain areas. While El Paso consistently ranks as one of the safest large cities in the United States, some neighborhoods south of Interstate 10, particularly areas around South El Paso Street late at night, and certain sections east of downtown near the Gateway area may require extra vigilance. Additionally, visitors should be mindful when in isolated areas along the border region, though downtown El Paso and major tourist districts like the Museum and Arts District, UTEP campus area, and west El Paso are generally very safe. Event planners should advise attendees to stay in well-lit, populated areas after dark, avoid displaying valuable items conspicuously, and use standard travel safety practices.
